mvhutz 05dbda496a ci: use go tool (#25) ...

## Description

Tool versions were not pinned to the repository: this caused issues with upgrades.

## Changes

- Use `go tool` for `checkmake`, `gremlins`, `golangci-lint`, `godoc` and `govulncheck`.
